Tenants Laws in Kentucky, local option?

Bowling Green,KY has refused to accept the Kentucky State Statutes governing the landlord/tenant relationship. This is required under the universal section of the State Constitution. Can there be a way to make the City of Bowling Green,KY and the Housing Authority of Bowling Green,KY (HABG) change their viewpoint?
